"Heraldry" can have a slightly wider sense than in English. It can encompass any art that deals with the crafting of instructions that define the characteristics of artifacts and which has a centralized and official regional set of rules and regulations that constrain these designs administered by an authority which also governs the maintenance of accounts with privileged status. In other words, some central authority must grant semi-artistic artifacts (or set of instructions that can be used to create such an artifact) to individuals, families, organizations, or governments; however, it can also be a hobby, art, profession and be non-official. Thus vexillology can be included.
