When some well-defined supermajority or qualifying majority is attained, this word represents such a count. When the quantified set has well-defined atomic members and is finite in cardinality and is non-empty, then this word refers to the least integer which strictly attains or exceeds the required value for a qualifying majority or a relevant supermajority according to the context or applicable definition thereof, and perhaps according to certain other requirements or assumptions (for example: if the qualifying (super)majority requirement is that approval must be granted by at least 50% of member states which represent at least 50% of the total population being governed, then the smallest possibly collection of member states which can be cobbled together so as to satisfy this requirement may not be what is being referenced, and - instead - it might be the case that certain member states are guaranteed to vote for or against the question at hand and thus the practical decisive factor is whether population representation can be achieved while baking in certain foregone/effectively guaranteed results, and this word would thus refer to the cardinality of member states which can achieve the condition under these assumptions).
